Prilog III Uredbe EU o kozmetici nabraja tvari koje su dopuštene, ali samo pod posebnim uvjetima. Svaki unos obično definira maksimalne koncentracije, dopuštene vrste proizvoda (npr. samo oni koji se ispiru), obavezna upozorenja na deklaraciji ili ograničenja korištenja (npr. ne za djecu).
Tu žive većina svakodnevnih pravila: ograničenje vodikova peroksida u bojama za kosu, maksimalni postoci AHA i BHA, koncentracijske granice retinola, i tako dalje.
