L'Allegato III del Regolamento Cosmetici UE elenca le sostanze consentite, ma solo a determinate condizioni. Ogni voce in genere definisce concentrazioni massime, tipi di prodotto consentiti (es. solo a risciacquo), avvertenze obbligatorie sull'etichetta o restrizioni d'uso (es. non per i bambini).
Qui vivono la maggior parte delle regole quotidiane: il limite di perossido di idrogeno nelle tinture per capelli, le percentuali massime di AHA e BHA, i tetti di concentrazione del retinolo, e così via.
